      President’s Report:

      Week 9 and spring is in the air after some early morning chilly starts – it has been fabulous to see so many celebrations of practice in schools throughout Education Week, sporting events, Tournament of Minds, overnight camps, music and dance festivals, staff recognitions, SASS week, Secretary and Ministers Awards and those of you simply sharing your wellbeing practices and your day to day bright spots. Behind each and every one of these events is a teacher and a principal. Never underestimate the investment you make and the good-will you show time and time again – the before and after school rehearsals and the evening performances … you go above and beyond time and time again so your students experience such opportunities. I know your generosity and, I know the effort and time you invest. I genuinely thank you … I know too the joy and pride you feel in the student and staff efforts and achievements. On behalf of each and every one of your participating students and your staff  – their families, carers and friends I acknowledge your commitment. YOU make the world of difference to your communities.

      Term 3 State Council:

      Our State Council during Week 7 was incredible in terms of working through the business of the Association and engaging with the right Education Support Teams (formerly known as DoE Corporate). The MOST productive work happens in schools when we genuinely invest in partnering to get the policy and operationalisation arm working harmoniously. Your Delegate will be sharing the conversations and information in your PPC meetings – the bullet points capture the main messages.

      • Still enjoying the role!!!​
      • The Deputy Premier is “hell bent” on getting the best possible Award outcome. Murat remains hopeful for a seismic lift to salary.  Sit tight – he thinks we’re going well, with hopefully a good landing​. (NSWTF Council Meeting Saturday 9 September - the membership will receiving clarifying advice Monday 11 September from the Saturday meeting. )
      • We will confront a very complex budget on September 19 budget, with $9B deficit. ​
      • Will need support by generating savings inside the organisation, NOT looking inside the school gates.​
        • ​Murat will continue to be transparent with us​
        • NSRA - 75% election promise by 2025. We are at 72.2% ($23B budget)​
      • Reminding the Government that 70% means that we now want it back “To deliver on your election commitment”​
      • 4% of 72% are things we would never think were included, g.depreciation​

      NSWPPA hosts its third Workforce Wellbeing Forum – Trust:

      In Week 9 the NSWPPA Executive will be hosting the third Workforce Wellbeing Forum with our Education Support Team colleagues. This forum will be focused on the commitments made last time and the importance of relational trust as we move forward as one team to achieve the educational plan for the future. Culture of an organisation matters – policy and operationalisation is one team. How this workflow land in our school is contextual – the need for adequate resourcing is always spoken about. We would all agree the workflow has eased yet the workload is heavy. There is great commitment from the Department for us to ‘feel’ like the work is achievable. Hard work indeed. We are as always very excited about the conversation and collaboration and continue to strive towards workforce wellness. This forum will be led by Bob Willetts and the Executive. Last week Principal Support Reference Group Chair | Grace Palamara and I attending a Staff Wellbeing Strategy – Executive Workshop. Consultation and prioritisation are priorities.

      The Anxiety Project:

      There has been some excellent media on the NSWPPA Anxiety Project over the past week. Anxious behaviours for students present in our schools and have increasingly been noted by teachers, parents/carers and Principals. This Project empowers teachers, students and parents/carers with strategies and scaffolds on how best to minimise anxious behaviours. Diagnosed anxiety is managed by psychologists. Last week there was a deep discussion on the feedback from the Project – incredibly encouraging and the recommendations for refinement were warmly welcomed by the Project team. I acknowledge Dr Michael Hawton and his team who sit behind the leadership of this initiative by Deputy President |Rob Walker and Vice President | Trish Peters. A wonderful initiative.

      School Leadership Institute | Principal Induction:

      Vice President | Greg McLaren and I presented at the School Leadership Institute |Principal Induction. Was wonderful to connect with so many newly appointed and long term relieving colleagues. It was fabulous to welcome them officially to the principalship. I would also like to acknowledge and thank the Principal facilitators working with the SLI – wisdom and energy filled the room.

      NSWPPA Submission NSRA | Review to Inform a Better and Fairer Education:

      The NSWPPA Executive made a submission to this enquiry – much of the content was presented at the National School Reform Ministerial Reference Group round table I attended in Canberra. Key recommendations were replicated in the Australian Government Primary Principals’ (AGPPA), Australian Primary Principals’ Association (APPA) submissions also. These recommendations are based on equity and fairness. The NSWPPA submission is available on the NSWPPA website.

      Regional Rural and Remote Stakeholder Roundtable | Monday 4 September 2023:

      Following the release of the NSW Auditor General’s Rural and Remote Education Performance Audit Report the Department hosted a roundtable to discuss the recommendations and collaborate on identifying a small number of key initiatives to focus delivery on over the next 12-18 months to have impact. I attended this forum and worked closely with the NSWPPA Executive and Rural Education Reference Group members led by Chairperson |Michael Ostler and Executive Liaison | Treasurer | Scott Sanford. The action forward is critical as we want to see real and tangible change and deliverables. We know this work is hard and much will require the system to lead it courageously. Significant but achievable .. immediate, short term and long-term action is ahead.

      Student Behaviour Policy consultation:

      NSWPPA ,NSWSPC, SEPLA and NSWTF have provided in-principle support of the department’s consultation drafts, including a simplified policy and new suspension and expulsion procedure. Please ensure you take up the invitation to provide feedback on the consultation drafts by Wednesday 6 September. Please be reminded the current Student Behaviour Policy and Student Behaviour Procedures remain in place while the review is underway. The final policy will be released for familiarisation in Term 4, with implementation to start in Term 1 2024.

      Audit Report Australian Framework for Generative Artificial Intelligence in Schools:

      At a national level the Education Ministers have developed a framework which sets out the core elements and principles that will guide education system, schools and teachers in using generative AI safely and ethically, to improve teaching and learning, lift student outcomes and reduce the administrative and workload burden in schools. The framework consultation is out for feedback on the 6 core elements and the principles outlined in the draft Framework.       I have engaged in feedback forums with AGPPA, APPA and NSWPPA alike.

      Stewart House | Marketing Video:

      The Board of Stewart House have commissioned a video for schools to use with staff to promote salary deduction. Please use this video to promote salary deduction and the value it offers students across NSW. Stewart House is NSWPPA’s Charity Partner and we believe the work the staff do is work that matters.

      It has also been recommended that the Board’s next video could feature the activities and facilities the students enjoy and benefit from whilst on their stay. The next version would give every educator an insight into the experience so that when talking to parents and carers they have greater insight into the teaching, learning and experiential program. The staff at Stewart House are incredible educators and offer many students the opportunity of a lifetime to spend their time in an environment that is potentially life changing.

      Adam has worked as an integral member of the Executive in the roll of Vice President this term with such enthusiasm, professionalism and integrity. He has contributed so much.       Riverina Conference | Wagga PPC Griffith PPC Albury PPC and Deniliquin PPC:

      Last week Vice President | Greg McLaren and I were invited to the Riverina Conference in Moama. It was an INCREDIBLE conference. What an amazing suite of keynote speakers across two days! HUGE congratulations to the Deniliquin PPC Conference Committee for coordinating this Conference. It was magnificent to connect with colleagues across the Riverina and focus on the professional conversation and school lense. Without doubt the wellbeing of everyone in the room was uplifted. A special mention to the sponsors present, fifteen of them in fact – the PPC’s and the NSWPPA more broadly value your attendance and support both locally and at a state level.

      SLI Middle Leadership Development Program

      The SLI has opened applications for the second cohort of our very successful Middle Leadership Development Program (MLDP) for 2024. This is the largest leadership development program for assistant principals and head teachers in Australia and we are delivering it in partnership with the University of Wollongong and the University of Newcastle. 

      This is a fantastic opportunity for assistant principals and head teachers who are keen to deepen their leadership practice, expand their influence and undertake a Practice Based Project in their school context. 

      We’ve refined the delivery of the program based on feedback from current participants. It’s now 12 months instead of 18 months, the application process has been streamlined and it now offers a mix of in-person, online and self-paced learning so the time commitment has been reduced. 

      We are also looking for experienced principals and deputy principals to take part in the program as facilitators. 

      Applications for both participants and facilitators are open and close on 16 October.

      Teacher Accreditation Update | NESA:

      The media update “Getting accreditation right so teachers can focus on teaching” was released on August 30. These changes were endorsed by the NESA Board at their meeting.

      From November, teachers will simply need to declare to the NSW Education Standards Authority (NESA), that they have completed the required professional development aligned to the Australian Professional Standards for Teachers. Principals will no longer need to sign off on a teacher’s practice every five years under the revamp, but schools must continue to notify NESA if they have determined a teacher fails to meet the necessary Australian Professional Standards for Teachers.

      Teachers still need to complete the 100 hours of professional development every five years. Completing professional development ensures teachers are up to date with relevant content, skills and pedagogy, and supports their professional growth. The changes place a greater emphasis on the importance of ongoing professional development and recognise that fully accredited teachers are qualified, meet child safety requirements and have already met tough standards to be accredited.

      Harvard Scholarship Opportunity:

      Applications close 15 September!

      The Principals' Centre in Australia  – a joint program of the Harvard Graduate School of Education (HGSE) and Harvard Club of Australia (HCA). The five-day leadership program will be hosted in Sydney from 15 - 19 January 2024. You can find out more about the program here.

      We have also been made aware, that the NSW Department of Education will contribute 50% towards the cost of the program, for any NSW school leader who applies, and is accepted. The only criteria is that the applicant is a principal of a NSW public school. Abbey Proud from the Department is the key contact at the Department concerning this opportunity.

      New Teacher Benefits Calculator

      The Department’s Benefits Calculator interface has been updated to ensure the range of benefits and allowances for teachers and executives across NSW public schools is easily accessible. The new features of the Benefits Calculator include: 

      • Inclusion of all Rural and Remote financial benefits available.
      • Overall estimate of the major financial benefits (specific to individual schools and the users’ personal circumstances).   
      • Interactive map that allows users to view the school locations. 
      • Users can now compare benefits and allowances across 5 different schools.

      Understanding School Autonomy:

      Jill Duncan is an Associate Professor at the University of Newcastle. Her career portfolio includes employment in the special education, tertiary education, and government sectors. She and her colleagues are currently investigating school autonomy and the inclusion of students with disability in New South Wales primary and secondary government schools.

      We're looking to enhance and strengthen our communications approach to ensure teachers and schools are informed about, and engaged with, the NSW Curriculum Reform. To inform the improved approach, we want your help.

      Revised Curriculum Reform schedule

      NESA has released the revised NSW Curriculum Reform schedule, which gives more time for schools to plan and prepare for implementation of the new curriculum. We have provided some sample  models of implementation to help guide you to determine the best implementation model to meet the needs of your school.

      The engage phase of syllabus implementation for the 3-6 component of the English and mathematics K-10 syllabuses is underway. In this phase it is critical for middle leaders and teachers to:

      • explore aspects of the new syllabuses
      • identify and plan for changes required for effective curriculum implementation.

      Professional learning and resources

      A range of quality assured resources and professional learning have been designed to help you lead staff and your school community through the engage phase.

      1. Communicate with parents, carers and the community: using the What is curriculum? animation and associated resources. Share the Staff Noticeboard item with staff, providing new advice to help explain curriculum for parents and carers.
      2. Prepare 3-6 staff for syllabus implementation: the ‘Effective preparation for curriculum implementation’ clip gives examples of effective implementation strategies gained through insights from 2 early adopter schools.
      3. Learn from case studies: by unpacking CESE’s curriculum implementation case studies with staff using the Curriculum implementation discussion guide.
      4. Discuss the ‘why’: by leading conversations with middle leaders and staff using the syllabus information for school leaders. These resources provide an overview of what you need to know, key pedagogical changes, the evidence base, whole school considerations and reflective questions to support deep understanding.

      5. Enable capability building using NESA PL: by empowering middle leaders with English and mathematics 3-6 professional learning courses to lead syllabus familiarisation with staff. Each course provides 2.5 hours of NESA accredited PD.

      6. Allocate time for middle leaders to design 3-6 scope and sequences: start by sharing samples then encourage collaboration across teams to customise for local needs.

        • Sample scope and sequences – mathematics 3-6 (a daily number sense 3-6 mathematics instructional sequencemapped to syllabus outcomes accompanies the sample scope and sequences for mathematics).
      7. Engage with 3-6 syllabus mapping tools for stage 2, stage 3 and multi-age English and mathematics

      What’s to come?

      • 3-6 sample units: the first tranche of sample units will be released in Week 9 of Term 3. Rollout will continue across 2023 and into 2024.
      • 3-6 microlearning: the first modules are set to launch in week 10 of Term 3. Rollout will continue in a similar way to sample units.

      Public Education Foundation Scholarships | PSO Phil Seymour:

      I have been a judge & chair of panels for the Public Education Foundation that distributes scholarships to some of our students and families that are doing it tough. These scholarships will hopefully provide that extra support, that little nudge, to help our students reach their potential. What I have noticed is that we aren’t overwhelmed with applications so I have included a summary of the scholarships hoping that you might apply for some of your students. Please note the closing date for applications is September 19.

      Vale Dennis Mackenzie:

      It is with great regret that I must inform you that Dennis Mackenzie, previously a Cluster Director in the early 90s, Principal of Cabramatta High School in the late 90s and then a District Superintendent for many years after that Dennis passed away on Wednesday this week, 6th September. Dennis had been undergoing treatment for oesophageal cancer.

      Dennis retired in 2008 and continued to work with the DoE afterwards.

      There will be many retired principal colleagues who worked with Dennis and greatly valued the experience and practical support that he provided to them. I know that you will join with me in offering our sincere sympathies to Dennis’ wife Chris, his children and grandchildren.

      And finally….

      On behalf of the NSWPPA Executive – Rob Walker, Bob Willetts, Michael Burgess, Leah Martin, Trish Peters, Norma Petrocco, Adam Zanco, Greg McLaren, Michael Trist, Scott Sanford, Mark Pritchard, Lisa Beare and Drew Janetzki I thank you for the time and energy you have invested in leading your school during term 3. It has indeed been another big term. The brightspot being for us all, the NSW Teachers Federation and the Government along with the Department of Education reaching agreement on salaries. Salaries is but one aspect of how we need to move forward together – importantly, we need to continue to focus on the right work in our schools and look at what it is that matters inside the school gate to the communities and students we serve.

      Huge congratulations to our colleagues and their schools and students recognised at the Secretary’s and Minister’s Awards last week – most deserving!!

      I am confident the NSWPPPA Executive, Chaipersons, PPC Delegates and Presidents are continuing to strongly representing the membership proactively to ensure we uphold the culture of the Association in #Supporting #Empowering  #Advocating and #Leading.

      Take the time to celebrate each day and with your staff each week.  Capture the curiosity and the energy and recognise the value of what you PERSONALLY and COLLECTIVELY achieve each and every day.
